Prof. Alexander Proelss is Chair of International Law of the Sea and International Environmental Law, Public International Law and Public Law, at the University of Hamburg, Germany. His research focuses, among aspects of general international and European Union law, on the international Law of the Sea, international environmental law as well as international aspects of German constitutional law. Prof. Proelss is involved in several legal and interdisciplinary research projects and has advised public agencies, international organisations, private companies and NGOs.
Alexander Proelss earned his PhD in 2003 with a thesis on “Protection of the Oceans under Public International Law and European Law“ at the University of Tübingen. In 2007, he was appointed Professor for Public Law with a focus on the Law of the Sea at Kiel University. As co-director of the Walther-Schücking-Institute for International Law he was also member of the interdisciplinary cluster of excellence “The Future Ocean“. From October 2010 to September 2018, Prof. Proelss held the chair in public international law and European law at Trier University and had various academic and advisory roles. Since then he moved to the University of Hamburg.
We met him online 25 October 2021 and were able to have an extensive exchange with him on various aspects of the Law of the Sea, ocean threats and protection and the advantages and inconveniences of hard and soft law respectively.
